Colonel: 

Maj. Genl. Howard directs me to request you to make an investigation with respect to the property known as Nos. 3. 5. and 7 Freemason Street, Norfolk, Va. Said property is held in trust by Mr. Tazewell Taylor, for Mrs. Angelica E. Johns, wife of Bishop John of Virginia. It was taken as abandoned and has, it is reported, been turned over to this Bureau.  

Genl. Howard desires information regarding the actual loyalty both past and present, of both Mrs. Johns and Mr. Taylor, and as to whether the property was really abandoned. 

In case you are satisfied that the parties are really loyal and have been so, and that the property was not abandoned, you are authorised to turn it over to Mr. Taylor
