Dear Sir:
I intended to make no distinction whatever, in my letter to Col. Brown, between the different parties mentioned in it, nor to request Col. B. to confine his inquiry to the present loyalty in any of the cases. 

Indeed with respect to all mentioned after Mrs. Johns I requested a “similar investigation” to be made. In using the words “actual loyalty” I intended to convey the idea of loyalty evidenced by proofs outside of oaths of
