S 39 R.F. & A.L. 1865 Vaughan Farm Elizabeth City Co. Va August 9th 1865. Smith, Wm. T. Requests permission to prepare for cultivation certain land formerly owned by his father. [wrapper 1 enclosure] Recd Bureau R.F. & A.L. Aug 12/65. War Department Bureau Refugees &c. Washington Aug 12/65. Respectfully referred to Col. O. Brown Asst Comr Richmond Va, who will if deemed advisable give the writer the permission he desires By order of Maj Genl Howard Saml L Taggart A.A. General Off. Supt RF & AL Dist No 1, State of Va Ft Monroe Aug 18/65 Respectfully returned to Col. O. Brown Asst Comr of Va. with the information that I had arranged to let Mr Smith have a portion of the lands not under cultivation on condition that he should pay rent to the Bureau. The rights and interests of this same Mr Smith in another form were confiscated and sold, and he has not at all times conducted himself so as to inspire confidence in his loyalty, since his return from the rebel army.
