In compliance with orders received Aug 31 I proceeded on Monday Sept 4 to the estate of Miss Sally V.B Tabb to investigate the complaints made by her in a letter to Major Gen Howard Aug 15
I will take up the different complaints in the order that they occur in her letter, and dispose of them according to investigation.
First I would say that the Lady treated me in a most scornful manner & stated that she prefered doing her business with Gen Howard & would have nothing to do with me, but gradually I made it plain to her without being in anyway rude that I was ordered to investigate the matter; she said it would be needless as my report would be considered any way but I also partly overcame her objections in this respect and requested permission to proceed to her granary & smoke house that I could be able to judge for myself and thus be enable to report more intelligently to this she at first stantly protrated but finally yielded in this also and I found that she has not yet a sufficient quantity of corn or wheat on had for one more allowance.
In respect to her helpless condition she has nothing to fear from her servants, but so far from being helpless she has two overseer and their families and brother in law and brother in the house but notwithstanding that she has treated her servants shamefully they
