I am directed by Maj. Gen. Howard, Commissioner, to forward herewith a copy of Circular No 1. Land Department, this Bureau, which you are requested to cause to be published, either in the form of notices to be displayed in post-offices, or other public places within the respective counties or cities in which the property is situated, or in some newspaper in such county or city, the property thus set apart in each county or city being printed separately as written in the copy, for the information of residents of such county or city.

The Heading, and the introductory statement commencing with the words "In accordance with authority vested" and ending with the words "by confiscation, to wit:"
