I have the honor to inform you that the property of J.M. Pullen restored to him by the Bureau seems to have been obtained through a misrepresentation of the facts.  The order for the restoration declares that the property was turned over to the Bureau by mistake but Maj. Hudson states that such was not the case.  The Treasury Dept. ordered the property to be restored on condition that Mr Pullen would sign a bond to hold the U.S. Govt. harmless which he refused to do, and for that reason the property was retained by the Govt.  Maj. Hudson also stated to me that he considered the property clearly abandoned.  Although the Bureau has surrendered the property, I deem it proper to notify you of these facts, and submit them for your action
