I am directed to informed you that Circular No. 1 from the Land Department of this Bureau was sent to you on the 15th inst. with instruction. This circular "sets apart," for the use of the Bureau, lands in London, Fairfax, Elizabeth City, Prince William, Warwick, York, Norfolk Counties, cities of Portsmouth and Norfolk. This Circular, having received the approval of the President, the lands mentioned in it are now subject to the control of the Bureau, and can be leased etc according to the provisions of the act approved March 3rd 1865.
