I am directed to reply to your communication of 18th inst, relative to the several changes of Officers in your 5th District that as Capt Alvord's Regiment was mustered out and the Secy of War refused to retain him in the service thereafter it became necessary to relieve him at once and put in another officer. As the Counties of Alexandria and Fairfax are not in Dept of Virginia but in Dept of Washington_ Major Genl. C C. Augur Comd'g, and on account of some collision between the civil authorities and the Supt of the Bureau in regard to the jurisdiction of the Courts and negro testimony whereby it became necessary to have military force and authority.
