consider separate from the rest of the District, these two counties, so that the benefit of the military power of the Department of Washington could be brought into requisition if needed. This Division of the District has however never been made in order. or applied except that the detail of Lt Col Marsh to take Capt Alvords place was made by Gen Augur as also the details of all other persons now serving in the District. It was the intention of Genl Howard to have you divide your 5th District in the manner and for the reasons before stated as soon as Officers sufficient from the Veteran Reserve Corps and other commands can be procured to make such division effective.  

Lt Col Marsh had at the time of his appointment by Genl Augur as Supt of the District a leave of absence for twenty days and was not very well pleased at the prospect of being put off_ To comprise he was permitted by Genl Howard to take advantage of the leave for ten days_
