The bearer James Black Esqr. formerly of Scotland wishes to secure places in the territory lately disturbed by war for his friends in Scotland preparing to emigrate and settle here - He also wishes to promote the introduction of improved implements of industry.  Both of these objects I endorse as conducive to the restoration of prosperity and recommend Mr. Black to the favorable consideration of any officer of the Bureau or other military service on whom he may have occasion to call
