Commissioner &c: States that he is receiving applications from friends in the North for Freedmen to be sent to there as laborers. Capt. Wilder reports that thousands can be provided with good homes at fair wages: - asks to be informed whether he may hold out to them the prospect of these people being sent North by Government.
