Dear Colonel.
I hope you will not be offended if I feel obliged to return your account for correction. It is not explicit enough. I do not want the seperate accounts from each sub-District- I only want a simple consolidated statement from you of all the Receipts and expenditures in your state. In reporting money received great care should be used to state from whom and on what account is it received. Expenditures should also be made equaly plain- that is to whom and for what money is paid. Transfers of funds from you to your subordinates should not appear on your account to me, as such matters are between you and them. You should carry such sums as cash on hand until they report to you what they have done with the money, and then you account for it
