encloses report upon the condition of his plantations in the Hanover & Caroline Co's with remarks upon the emancipated slaves.
Wishes the Govt. to provide for 76 of them who cannot work. These, he will permit to remain on the plantation till Spring. 11 who work away from home he wants removed.
Suggests that the minors be apprenticed.
Will ascertain soon how many negroes on Mr. Carter's plantation are unable to work and how many wish to be removed.
