Near Hanover Court House 9th Sept. 1865

Dear sir,

As you requested I have made a statement, which I now hand you, of the condition of my plantations in the counties of Hanover & Caroline, with some remarks concerning the emancipated slaves.

On taking a list, I find the men at work, number, with their families 55   There are 87 others who do not work, & the greater part of whom are unable to do so. There are a few men who get work from home, & leave their families here - say in all 11 - These deducted from 87 leave 76 to be supported -

What I wish now done by the government, is to provide for the support of the 76, & to have the 11 removed from my plantation -

The 76 can remain here till the Spring, if they conduct themselves properly, & I think it likely an arrangement may be made, by which the minors shall be bound apprentices, & they will all then cease to be chargeable -

I have not yet examined the lists of the negros on Mr. Carter's plantations, but will do so soon, & ascertain how many are unable to provide for themselves, & how many I desire to have removed -
