Medical officers on duty in this Bureau under contracts giving compensation, unless it is specially provided for, to the contrary in said contract, will not be allowed to collect any monies for their personal use or otherwise for services rendered with these classes of persons_ all such collections must be made by the Superintendent of the Sub—District, or other regularly authorized persons. 
A book of all charges made against these classes, as directed above, shall be kept safely as a portion of the property in charge of such medical officers belonging to the Bureau, and at all times accessible to authorized persons; and when relieved from any position of duty, they will turn over the same, with the other property in their hands, to their authorized successor.
