Respectfully forwarded to Major General O. O. Howard for instructions_
These farms have been worked by the government as pauper farms, hence the entire crop belongs to the government unless Mr Baxter is allowed his interest in the property from the date of his Pardon_ I understand existing orders to allow the owner the income of his property from the date of his pardon, and would respectfully inquire whether this construction is correct

Respectfully returned to Col. O. Brown, Asst. Commr, &c. Richmond, Va. Rents or income accruing subsequent to the date of pardon go to the owner of property restored. In case of rents which have accrued prior to the pardon, or been paid into the Bureau, the owner of the property is left to his legal remedy.
