The undersigned respectfully represents, that he is a naturalized Citizen of the United States, and has been for the past fourteen years, and a resident and citizen of the City of Norfolk since the year 1856, and whom during that time, he has done business as a merchant.

That in the year 1859 he purchased and paid for, Ware House No 6 on Roanoke Square in the City of Norfolk, which he now owns.

That on the 20th June 1862, being in extremely ill health, and the Springs of North Carolina which had effected a cure of his disease before being recommended by his physicians as a last resort, he made application to, and obtained from Genl. Vick the then Military Governor of Norfolk, a pass to go and return from Keteral's Springs in that State.  Genl. Vick, in granting this pass, made full inquiry into the political status of your petitioner, and was satisfied as to his original
