I am directed by Major Genl. Howard, to request that if any steps have been taken by you with a view of gaining possession of the property belonging to H.J. Tibbles, situated in Prince William County, Virginia, you will at once discontinue them.

The present owner of this property is a loyal man, but recently discharged from the U.S. service.

You are also desired to release all control of this Bureau over a certain piece of property opposite the Gosport Navy Yard, of which
