Capt. White A. Q. M. has just reported here for duty, and has been assigned to you. He goes to Richmond tomorrow and I send this letter by him. I knew the Captain intimately on the Miss. River in 1863 and I assure you that you are fortunate in getting so able and energetic an officer.
