Sir,
I have the honor to enclose you a copy of a letter I have just sent W. M. Chaplain, in answer to his letter to you, referred to me in regard to retained bounties. I hope it will meet your views. The way I propose to do is to have you forward me the names of and amount due the persons you think should be paid, and I will send the vouchers to you with a draft on New York (good at any bank) and let you make the payments for me, either yourself or through one of your assistants. I wish to prevent any sharpers from getting hold of the money. I will send you in a few days a list of the names I received from Genl. Palmer from N.C
