In attempting the solution of such questions, great care must be taken to harmonize the interests of all classes of society, and although we have no absolute authority to compel the observance of any agreement on the part of citizens who may receive their estates from the Bureau, to absorb the labor in their midst, we may by diplomacy attain the object in view.

General Howard will visit Florida in a few days and will then take into consideration the suggestions you present in your communication.

The Commissioner has been informed that there is quite a demand for Freedmen's labor in the river Counties of Mississippi, and if colored families are willing to be transported to that State he thinks that he can arrange their transfer.
