I am directed by Major General Howard to invite your attention to Par XII Circular No 5, current services from this Bureau with reference to official correspondence.

All official documents addressed to any of the Officers of the Bureau, for instance to the Medical Director, must be placed under cover to the Major General and Commissioner, but the envelope may be endorsed "For Medical Director", as in cases of Proceedings of General Courts Martial forwarded to the Judge Advocate General through the Adjutant General of the Army, see Par 897. Article XXXVIII Revised Army Regulations.
