General:

I have the honor to acknowledge the receipt of your letter of the 3rd instant, requesting that Lieut Colonel H. B. Scott 4th Massachusetts Cavalry, now on duty in your Bureau with the Assistant Commissioner for Virginia, be transferred to Florida, for duty with the Assistant Commissioner for that State.

In reply, I am directed to inform you, that the application is not approved.

Regimental Officers of Volunteer Organizations can only be placed on detached service in the Departments where their Commands are serving.
