Relative to the restoration of the property of Mr. Southgate. States that the tenants propose to test the question at law whether the U.S. can break faith with them. Asks if he is to eject the tenants.

Respectfully returned to Col. O. Brown, Asst. Comr. &c. Richmond. Va. It was not the intention of the Commissioner to break the leases made while the property was in possession of the Bureau, but to turn it over to its former owner in the same condition as it was held by the Bureau. Col. Brown will take no steps to eject the tenants. Whatever questions may raised in courts in no way affect the Bureau.
