Sir:
After maturely considering the great question, as to "what is best to be done with the Young Negroes." I did in May, last, in a public meeting, recommend to the proper authorities "The Apprentice System as best for the welfare of the Young Negroes, and more conducive to the public good" - than any other system which could be devised" I am now confident it is the only system which will save that class, from vagrancy, and ultimate ruin. I could if the limits of a letter would permit, afford you, ample evidence, to sustain this opinion. I feel a deep interest in that class of our population, as well on their account, as our own:

I am informed it is the desire of your Bureau, that resident Citizens should in each County, act as Agents in carrying put this system, and also
