Harpers Ferry Dec. 15th /65 [[1865]]

To Maj. Gen. O.O. Howard

Honorable Sir!
I am exceedingly sorry that I have to apply to you, for the adjustment of matters that I believed fully settled. I have complied with all orders coming from your agent Cap't How, but I am still unable to have the property turned over to me by your authority, vacated by the present tenant. Will you be kind enough to issue such orders, through wich [[which]] I can get full possession? The tenant that now occupies it, refuses to give me possession, and I wish by your orders to have it vacated. By acting in behalf of my request and petition, you will confer a great favor to

Your Respectful and Obedient
Jesse Graham

To
Maj. Gen. O.O. Howard
