Genl. Howard,
Will you excuse a stranger for soliciting the following information. 

I have upon my farm some freedmen, some of whom formerly belonged to me, and others whom at the beginning of the present year, I hired from their former owner.  Now the information I desire is, what portion of the hire must I pay over to the freedmen?  In other words, from what period of the year ought the pay of the freedman begin?  Has any definite amount for the hire of men been fixed by the Bureau?

As this is a matter of some importance to me, I would be much obliged for an early answer
