In my view of the matter, the provisions of Circular No 7 require the quarterly Estimates of Subsistence Stores drawn in bulk by Commissaries of Subsistence, on duty with the Asst. Commissioner, to be approved by the Commissioner, these Subsistence Stores being for issue on Ration Returns in accordance with the requirements of Circular No. 8.
