I have the honor to enclose estimate of rations required for issue to Refugees and Freedmen in the State of Va, for the fourth quarter, 1865, for the necessary approval.

In my view of the matter, the provisions of Circular No 7 require the Quarterly Estimates of Subsistence Stores drawn in bulk by Commissaries of Subsistence, on duty with the Asst. Commissioner, to be approved by the Commissioner, these subsistence stores being for issue on Rations Returns in accordance with the requirements of Circular No 8.

After the separation lines I started transcribing the side note. The name of the Officer signing those notes, his army rank as well as his Army function seems to be O.M. Brown, Captain, Assistant Quartermaster, information deduced by comparing the top note signature and the second note (sideways) signature.
