Colonel:
Great complaint has been made at the Bureau by residents of Norfolk and surrounding country of the exacting, and ill-judged leases, made by Capt. Johnson your agent for that sub District.

Mr Taylor has particularly complained of injustice in the case of his relations, Mr W. E. Taylor, and in the case of Judge Richard Baker, the papers touching whose claim you forwarded a few days ago.

These parties claim, that even after Johnson has been informed that the persons owning property have been pardoned, and that the order of restoration will be issued in a few days, he, (Johnson.) rents their property
