Forwards petition of Wm. S. Howard,  Clerk of County Court, and other citizens of Dist. of Fort Monroe, Va, for the removal of Capt. Wilder 
A.Q.M. Supt. of Freedmen for that Dist. with remark, that the citizens have complained of Capt. 
Wilder before, Has no doubt of his honesty.  He was ordered to report by War Dept.
