I am directed by Maj. General Howard to inform you, in answer to your letter of the 27th inst. respecting rents etc, that parties to whom property has been restored are entitled to such proportion of the entire yearly rent as is equal to the proportion of the year during which by virtue of pardon or order of restoration they are entitled to possession of the property or its profits.  For example if a farm is rented for one year for one fourth of the crop and the owners pardon dates from the middle of the year he is entitled to one half of
