Colonel:
I am directed to acknowledge the receipt of your letter of the 27th ultimo, covering report of Lieut. Col. Scott, Inspr. Genl., and to inform you that the report is satisfactory.

The charge of collusion and bad faith in making the leases to Messrs. Stuart & Webb was the only reason for cancelling them.  As that has been explained, the leases which remain unrevoked are good.

It is the intention of the Bureau to protect in their tenancy until it expires all parties who hold leases from it, and conditions to that effect are inserted in all orders of restoration from this office,
