It is proper in view of probable restoration of property, that leases of town property be made only from month to month, but directions to have leases terminable after ten days notice are not advisable. 

Leases made in good faith before notice of pardon, or of Order of restoration, are good. 

Leases made by agents of this Bureau do not require revenue stamps.
