General,

I have the honor to report that there is a large amount of charcoal in this Department, (probably from twenty to thirty thousand bushels), that formerly belonged to the so called Confederate Government.   In addition to this there is near Petersburg a lot of wagon wheels that were manufactured by the Rebel Q. M Department. None of this property has been taken up by the Treasury Agents.

In consideration of the present exhausted state of our finances, I would respectfully ask permission to take up this property, (subject to the approval of the Dept Commander) and sell it at public auction for the benefit of this Bureau.

Unsure of the spelling of the first name, before "Commissioner to General" Answer: O.O. Howard is the commissioner of the entire bureau. He also is the man for whom HOWARD UNIVERSITY is named :D Also, these men are writing these with quill-type pens, so it's not unusual to see periods that look like dashes.
