Private

War Department,
Bureau of Refugees, Freedmen and Abandoned Lands,
Washington, Nov 13 1865.

Col,
I have the honor to inform you that the question as to title to wood cut on abandoned estate by Agt. of the Bureau, when said property is in possession of the Bureau, [[said?]] by pardoned rebels on [[?]]ing applications for the return of their land, is in abeyance, but will be settled on the return of Maj Genl Geo Howard to the city.
Wood was being hauled from the Ball Estate near this city - under the constriction placed upon the rights of the bureau in such cases. But the Sect of War has suspended further operations until the return of the Commissioner.

Truly Yours
Max Woodhull
