My Dear Colonel
I want as little information touching the actual condition of affairs in Virginia.

How are the Manufacturing getting on. Have any of them been put in operation yet, and how are the Railroad moving?

We have heard of a good deal of Northern Capitals finding its way into Va, and if that is so, Northern Men must have gone south to look after their Capital. The bearing of Northern Emancipation on the intents of the bureau in the Southern States is apparent to any one, and I look to the time that the tide of Empathy gets South instead of rest, as
