I have the honor to acknowledge the receipt of your endorsement of the 15th inst. forwarding a communication from Capt. C.B. Wilder. A.Q.M. stationed at Fortress Monroe, Va. informing the bureau that if the estates owned by J.B. Sinclair, B.S. Shields, Dr. Wood and W.B. Smith, in Elizabeth Co. Va. are surrendered to their owners some five or six thousand Freedmen will be deprived of homes. Maj. Genl. Howard directs me to say in reply that you must use your best judgement in securing homes and means of support for these indigent Freed people, and that they must not be turned out to die without some provisions
