In several communications forwarded to the Bureau, you have suggested as a place for relieving Virginia its surplus negroes without employment, their emigration to and settlement upon the public lands of Florida.

General Howard directs me to request you to put your suggestion in shape so that the proposition can be fully considered.

In making your report he wishes it full and specific.
