Bureau of Refugees, Freedmen & Abandoned Lands.
Head Quarters Asst. Commissioner, State of Virginia.
Richmond, Va., October 24th 1865.

Major Genl O.O. Howard
Commissioner &c

General,
I am informed by Captain Pegram of Norfolk that the President gave him to understand when he granted his pardon that his House would be restored to him at once — This House is now occupied by the National Freedmens Relief Association as a home for Teachers at a nominal rent of ten dollars per month, for one year.

Captain P. claims as this rent is merely nominal he is entitled to the possession of the property.

He also informs me that Gov: Pierpoint has written the Commissioner in relation to the matter, and urges an early decision in the case, representing that his family is without a home &c.
