Respty referred to Capt Wilder who will adopt the plan of selecting arbitrators as proposed by Mr. Taylor.
The Asst. Comr believes that in all cases of confiscation sale, all Govt. improvements were reserved.

Respty returned to Col. O. Brown Asst Comr with the information that the arbitrator for Mrs Mallory refuses to act unless they are (over)
allowed to throw out of the account all Gov't improvements and go in for rent only.
By assuming to our referee that the improvements could be taken off or purchased by Mrs Mallory at the end of the year, they decide that the rent should be $1350. per year.
This of course makes us pay rent to them for the use of all the improvements, which our man did not take into account.
I have been unable to find any one who would pay $500. a year for the place without the use of the buildings and fences.
I recommitted the case, as given out at first, with instructions to consider the whole matter before them, including all property belonging to Gov't and
