Capt W will try to lease the property, offering a fair rent for it. 
The Gov't improvements will be taken into consideration in renting the land. 
It will be understood that all Gov't improvements will go to Mrs Mallory at the expiration of the Gov't lease,
Should Mrs Mallory refuse to lease the property for a fair rent you will remove all the Gov't improvements from the land at once.
