General,
I have the honor to acknowledge receipt of letter from D. R. Norton to you with your endorsement herewith respectfully returned.
The case referred to has been heretofore carefully examined by me, but is not stated accurately in [[strikethrough]] the enclosed [[/strikethrough]] Mr. Norton's letter.  [[strikethrough] Mr Norton's[[/strikethrough]] His case was not tried before the Freedmen's Court of Elizabeth City Co, but came up on an application from the Asst. Supt. for instruction whether that Court had jurisdiction.  The brief on my books is as follows.
"Lt M.S. Reed, Asst. Supt. submits testimony in the matter of Daniel M. Norton, col'd vs Old Line Steamers, and requests information as to jurisdiction  of Freedmen's Court for Elizabeth City Co"
The testimony appeared to be ex parte affidavits to make out a prima facie case. My
