I have the honor to submit the following report, concerning the condition of Bureau affairs in the 9th (Genl Armstrong) 1st (Capt Haggs) and 2d (Capt Barnes) districts of the state.

In obedience to Special Orders No 47. Par 1. Series 1866 I proceeded on the 14th inst to the headquarters of Genl Armstrong Supt. and Capt Wilder, A.Q.M. in charge of Bureau and Quartermasters property at Hampton near Fortress Monroe.

Sale of Bureau Property

Being specially charged by you to investigate the condition of the Bureau property, in charge of Capt Wilder: with a view to the sale of such portions or pars of it, as could be disposed of without detriment to the Bureau, and Freedmen in that locality :- and also to critically examine the amt of work to be done, and the number and salary of those employed to do it, with a view to reduce as much as possible, the amt of current expenses, I, in consultation with Genl Armstrong - Capt Wilder, and the chief clerk of the office - and Superintendents
