of the "Poor Farms" in Elizabeth City and Warwick Counties — found that the great bulk of the Bureau Property for which Capt Wilder is at present responsible, could be disposed of immediately, not only without detriment or loss to the interests of of those whom the Bureau is designed to protect; but with great and decided benefit to the financial status of the Bureau in general in the state.

I would call your attention to the list of Bureau Property in the 9th district accompanying this report marked "A" and deem it right to recommend that Genl Armstrong be ordered to dispose of this Property at either public or private sale, at the earliest possible moment.

School Property

The list of articles accounted for as on hand on Capt Wilders "Return of Bureau Property" for February — commencing with "Arithmetics." and ending with "Zinc," covers School Property so called. It is a part of what was originally purchased by order of Maj Genl B.F Butler Com'dg Dept, out of the Civil Fund. Subsequently I am informed it was ordered to be turned over to Genl Howard Commr B.R.F and A L. Capt A.S Flagg when in charge of the District took up the property on his "Bureau Return", and a great part of it still remains on hand. It can hardly be sold, but as it is entirely
