under control of the District Superintendent of Schools and is being constantly expanded. I respectfully recommend that Capt. Wilder be ordered to turn it over to the superintendent of Freedmens Schools in the 9th Dist and thus be enabled so to relieve his returns of the mass of property over which he has no actual control, and which should never have been taken up as Bureau property.

- Quartermasters Notes -

With reference to Capt Wilders return of "Quartermasters Stores" I was informed that two thirds of the horses and mules thereon reported had been turned over to Col Blunt Chief Quartermaster at the Post and that they had been subsequently sold by him. That a great part of the stores on the QM return for February from this District, could be turned over to the QM Dept without detriment to the interests of the Bureau I have no doubt; but at the same time I think it would not be advisable to order Capt. Wilder so to do - but rather wait until Capt Whitall who is ordered to relieve him has done so, who can then be ordered to relieve the Bureau of such as are superfluous whenever it is desirable so to do. The collection and sale of the "Bureau Property" recommended herewith to be disposed of will occupy all the time and attention that either Genl Armstrong or Capt Wilder can bestow upon it, and as it is a matter of paramount
