necessity that the funds of the Bureau be increased as soon as possible by the sale of the property. I recommend that the attention of the officers at this point be devoted to the "Bureau property" and its sale first.

"General Condition of Bureau Affairs in Ninth District"

As I was instructed to investigate the condition of Bureau Affairs generally - I would state first that I have no doubt that the change lately made at Fortress Monroe by the removal of Capt Wilder A.Q.M. from the Superintendency of the District, and the appointment of Genl S C Armstrong to fill the position - has been and is likely to be productive of a beneficial change in the general states of affairs. Genl Armstrong appeared to me to fill the requirements of the Bureau in an eminent degree. The want of system in the current business of the office which rendered it so difficult for Capt Wilder to dispatch his labor no longer exists. Untrammelled and free from the complications arising out of the cases of a large amount of private business, General Armstrong does not labor under the same difficulties as his predecessor. I am convinced that the present Superintendent will soon bring order out chaos in this district, as far as it is possible for him to do so.
