be employed by the Bureau, at a monthly [[sal]] any of not less than Fifty Dollars to superintend and enforce the necessary measures and labor for the policing of the locality, with a view to the prevention to as great an extent as possible of contagious and miasmatic deseases. I would respectfully recommend that such employment of a proper and energetic person be authorized for a period of not less than three months.

- Freedmens Schools - 

I visited the schools of the District under charge of Mr Payne Dist Superintendent and found them in a most flourishing condition. In the Butler school which is represented as the model one of the District over seven hundred pupils ranging from three to eighty years of age are in daily attendance. A corps of very competent teachers appear to be attentive to their duties, and devoted to the cause in which they are engaged.

- Hospitals -

The hospital accommodations in this district are under charge of Dr. E R Carey, and from a cursory inspection I find that they are sufficient for any present necessities, but in the event of cholera or any epidemic decease, additional room, and medical assistance, would have to be placed at the disposal of Genl Armstrong.
