1st District

After finishing my examination of the 9th District I proceeded to Norfolk, with a view to a similar inspection of the 1st District Capt A S Flagg Superintendent.

- Sale of Bureau Property. -

I found upon inquiring of Capt Flagg that on the 8th day of March he had sold all the Bureau Property in his charge, which he had determined could be dispensed with, as of no further use to the Bureau except "one steam saw mill." The aggregate value of the property sold (a list of which will be found accompanying this report marked B.) was $1481.60. 

Amount of Corn.

I would on this connection respectfully call your attention to the first item on the Bureau Returns of Capt Flagg for February of the 196095 pounds of corn thereon reported. Capt Flagg informed me that he has not a pound of it actually in his possession. He explains this by the statement that when he originally receipted for the corn in his district the amnt turned over to him was an estimated one. That since then the greater part of it had been sold or expended, leaving him at the present time with a fictitious amount of over three thousand bushels reported - with nothing to show for it.
