I have the honor to make the following report In accordance with instructions dated Hd Qrs Bureau of R F & A L Richmond Va Oct 25th 1865.  I left Richmond Oct 27th on an inspection tour of counties composing the Peninsular for the purposes of examining the system of accounts of Asst Superintendants [[Superintendents]] and the general condition of the Freedmen.  I first visited the County of New Kent. There are very few Freedmen in this County and no trouble exists. It is anticipated in the way of their being self supporting during the coming winter. Lt Darling 3rd Pa Artillery is stationed at this place on duty in the Bureau, but is daily expecting an order for muster out of service from New Kent. I purposed crossing the Chickahominy river to Charles City Co, but found the [[?]] impracticable and unsafe and proceded [[proceeded]] to Williamsburg James City Co.
